To get your scales back to normal, you need to spread your dominion to either of your first or seventh neighbor. One white candle in your either the 1st or 7th neighbor will allow your scales to start returning to normal. One white candle in both your first neighbor and seventh neighbor will help your scales get back to normal even faster. The scales will not immediately be fixed, but they will return to normal over a short period of time.
Say you started in #117. Edit maps/Alexander.map, and search for 117. You'll see the first neighbor is:
#neighbour 71 117
So, you could immediately attack 71, and preach in that province. Or sneak a prophet scout into that province and preach.
The seventh neighbor for 117 is:
#neighbour 117 119
So, after spreading your dominion to 71, or if 71 is inaccessible, then spread your dominion to 119. Unfortunately, that's a water province in this case.
If both had been water provinces, probably the best bet for a non-amphibious nation would be to preach with your prophet in your capital, to make your dom spread faster.

I wrote llama a message, but you should contact him as you have the specifics about your problem.
btw. does "i would contact him" really say that i have to do it and its not a hint for the other one to do it (if its really this way, i just learend better english ).
