Players can leave and rejoin the league at their convenience, but they always join at the base.
To me it does not matter where our friend Primative goes.... But here is the rule as asked....

I know it was my idea to call the new level the base, but in retrospect it maybe wasn't so good. It's kind of confusing with the bottom of the hill not actually being the bottom of the hill.
