It's happening to just one of my scouts. I assume (hope) it will fix itself next turn much like the scout report issues of turn 1.

Yeah, hopefully it'll fix itself. The alternative is we've hit the unit limit, which would be a bit more complicated. Were that the case the easiest solution would be that the nations with most troops should immediately start fighting each other actively.

I don't think this has anything to do with the unit limit (if it does exist).

I'm glad at least HoneyBadger doesn't take what I say too seriously.
Anyway, I think I remember someone saying (around the time game was starting) that older games did start to get buggy scout reports when unit limit was being approached. Hey, but, great game, and still going strong.
As a side note, my personal goal has changed from not dying within the first 40 turns to being the last Agarthan staying in the game. Underpowered eras to victory!

I'm guessing dominion 1 or 2 only so that you get uber blessed sacreds and ride on somebody else's good scales, since everyone pretty much bet on neutral to good scales. Except of course it's so easy to be destroyed in spite of whatever military success you might have
