perhaps a neighbouring 60 admin fort would reduce the resources in an unpopulated province to 0. Or perhaps if resource multiplier in game creation was set to under 100%.

There is one other possibility.

I know that I have made magic sites that *reduce* resources. I believe there are 1-2 other sites that do that as well.

Additionally, you might be looking at a negative prod scale.
IF so, preaching +prod might be sufficient to fix your problem

"mystery" solved. I had overlooked a distant "port-neighbour" which also had a fortyfied city, i.e. two neighbours with 50 admin, i.e 0 resources. Damn... I just had never seen that before, but you guys pointed me to the solution... thanks.
