Just thinking aloud:
It would be a really big job, but it would look great.
Tuna is on the right track I'd say. Take basic infantry units for example. Make one human with a very low poly count, then texture him differently and attach the different weapons for the appropriate unit through code. Then you can make the anims for run, swing sword, bow and arrow, etc and have them in a package that gets called with code. I'm thinking of it the way one would make an Unreal Tournament 2004 mod.
This is all just theory and dreaming:
-Weapon/accessory package that can snap to parts of the body of any model using bones
-Infantry package
-Cavalry package
-giants
-spellcasters
-assassins
-heroes and commanders
-pretenders
-sooo many more
...wow, imagine the budget you would need to pull that off! Wish I had the money
