Hmm, well, I've tried both definitions of a value of 4 (visible and actual, where visible equals 4 times actual, as in stock boarding/security components) and the base gets taken over. I've made a base crammed full of CQ comps, and it wasn't taken over. I'm going to try again.

edit: Yup, value of 4 indeed. I messed up the numbers on the above test by accidentally taking a Lvl 5 comp with 25 attack value, tried it again with a lvl 4 with 20 attack value. When the opposing base had 5 crew quarters it got taken, when I gave it 6 it was not taken. QED.
