it would not hurt, but i was not even able to find a temp sub for kailasa on turn 100, so who will play a sub for a 80 province empire on turn 125?

It is a bit strange to fight a permastalling player, so declaring draw or ulm as the winner might be the right variant. (or declare kailasa winner, but that would be quite undeserved )

Well, congratulations to all of you that made it to the end! This was a fun game while it lasted for me.
