No, you don't have to make it mandatory. You could just copy/paste all the #selectnation commands from SNS into your copy of CBM and you'd see those flags even though the mod isn't selected for the game. Alternatively, if you did have Streamers and Standards selected players who don't like those flags can remove the #selectnation commands from their version of the mod so it will basically be an empty mod and they will see the original flags. Note that in the latter case you could have problems in a multi-era game, which is where SNS is most useful, so you'll want to keep a copy of the original SNS mod. Because of that potential hassle, it would probably be easiest for you to edit your copy of CBM, Bullock. An added bonus is that you'll see the SNS banners even in games where the organizer hasn't selected SNS.

In my tests I have noticed that province 6, which has only two neighbors, is available as a starting location.
It might be nice to fix the map so that there are not terrible start locations.
