you said the map don't has wrap around anymore, does that mean the 2 water regions aren't connected anymore ?

If wraparound is off then those water areas have no direct connection. Unless the map has been substantially altered from the original version I am looking at right now.

Orania *does* have wraparound, which is why I'm using it.
*Random* maps do not have wraparound.
The rational for having only one water player:
There are 259 land provinces. That's 29 per land player.
Then there are 20 water provinces.
I think it's clear you can't have two water startsites.
