Domes and Teleport

I searched but couldn't find the answer to this.

1. What happenes if you try to teleport (using one of the teleport type spells) into a province with a dome. I'm pretty sure the teleport is not successful, but what happens to the commander and his army ? Are they killed ? Do they just not teleport and the gem cost is lost?

The gems are lost and nothing happens (unless you hit a dome of flaming death, in which case you get fried). Note that your mages are NOT immune to your own domes! Trying to e.g. cloud trapeze into a province of your own with a dome is going to either fail or destroy the dome.

What about Ritual of Returning? Is that stopped by your own domes?

No idea. Haven't really used that much, but then, I've not played much with astral nations.

RoR is unaffected by the presence of domes.
