I have Advanced Storage Techniques, and I build 30 facilities on a Huge undomed colony.
Then I Gift the planet to an ally who does not have Advanced Storage Techniques, and who therefore is only allowed 25 facilities on a Huge undomed colony.

My ally, who is Psychic, builds a Psychic Ship Training facility on a planet, and then Gifts the planet to my race, who are not Psychic.

The new owner of the planet can make use of the extra facilities. However, if they are attacked and facilities are destroyed, they cannot rebuild past their normal maximum.

You can use it just fine, same goes for all other race/trait specific facilities.

The planet will also show on displays as having 30/25 facilities on it (30 out of 25 possible). If they want to scrap a facility and build a different one, they'll have to scrap 6 to get 1 open slot for the new one.
You see a similar effect if you mistakenly drop population that doesn't breathe a planet's atmosphere on a planet that is breathable for the current pop.

Once an item is built, it will function for whichever race owns it. The only drawback is you cannot repair components for which you do not meet the tech reqs.
