Like a lot of traditional IGOUGO consims the easy answer would be yes, you can play solo. There is no hidden information so you don't lose anything by playing both sides. Now, whether you'd find playing it solo to be enjoyable...that's not so easy to answer. Essentially you'd be trying to outmanuever and outplay yourself, which doesn't leave much room for surprises.
The system is fairly flexible and a solo variation would be feasible, but the difficulty would be trying to put some AI into your cardboard opponent. I suppose you could create a random unit activation system and have a series of standing orders.
