Dispel - Land Only?

I'm kind of at a loss to understand why the Dispel ritual wouldn't be able to be cast underwater, but there it is.

It doesn't summon anything that would die underwater; doesn't seem particularly tied to land, earth, or air.

Which makes it seem that the only reason it isn't castable underwater is that someone doesn't like the aquatic nations.

Yes there is a secret society which has a main purpose of bringing down the aquatic nations. I've also recently joined the secret society... mainly because all members get a 25% discount when shopping at Walmart.

There are quite a few ritual spells that seem like they should be able to be cast underwater but can't be. I can't remember any offhand but there was one that was really bugging me.

On the flip side, the elemental underwater search spell Voice of tiamat requires you to be underwater,... even though it doesn't restrict one from casting it outside the province, and you can cast site searching spells from land to underwater (except VoT) with no problem.

actually auspix and augery cannot be cast at underwater provinces.

That's because Auspex and Augury require the presence of birds, and fires, respectively....none of which exists underwater.

What, no penguins? Ok, maybe they don't have much of a flight pattern. But there are flying fish that also fly underwater, though their name eludes me for now.

As for fire, A few kilogram sodium should take care of that?

Augary *can* be cast at underwater provinces; it just cannot be cast *from* them.

Auspex can't be cast from them or at them.

I find it really odd that water magic is semi-restricted whereas every other gem type except air can remotely search water provinces from land, Voice of Apsu (or Tiamat) cannot. If anything, I'd think water should be *more* flexible regarding water provinces, not less.
