Default Looking for Windows 7 lag fix

I know there is a lot of material regarding the display issues with SPWW2 & Windows 7; however, I've run into a different problem. I remedied the display issue using NCrawler's batch file, but when playing, the screen only scrolls about 5-6 hexes and stops, then resumes after a brief pause. The game also tends to go in and out of extreme bouts of sluggish behavior. I was wondering if anyone has run into this problem or knows of a fix. Here is the basic info for my rig:

I have the same problem, with Vista (32) though.
What GFX card are you using? (8800GTS here)

My only fix is to play in windowed mode. do you get lag there too ?
