is spotting affected by training/morale?
I'm trying to figure out how to use recon/scout formations without having them annihilated on contact. Sometimes troops can be sneaky, but vehicles definitely can't. I can't tell if poor quality troops are worse at spotting? Ive tried moving slowly, sometimes just 1 hex per turn....still get spotted in a vehicle. Is there any way to not get spotted or is it just a limitation of the game?

Re: is spotting affected by training/morale?
A units experience is used in its spotting throws, naturally.
Moving vehicles get spotted very easily (choppers even more so) unless a long way away (1-2 km away) and in cover, but small size and only moving the 1 hex helps. I have certainly moved recce or ATGM jeeps 1 hex to a wood edge or out onto a hill top contour and not recieved immediate fire back. Tanks etc, not so much unless say 50 or so hexes away from an oncoming horde of low quality troops like say Egyptians in the 73 war.
Low visibility helps hide you if you are past 50% of scenario VIS and especially if you are at the outer edge of VIS (95%+). Not so much in high visibility where the LOS into trees can be 2 hexes.
So even if the enemy doesent immediately fire back then best to assume that any vehicle moved into LOS is likely spotted and so he will soon react with fires, direct or indirect!.
If I want a spotter who will stay amd observe for a bit without easily being spotted and my scout vehicle has no dismounts on board then I often will dismount the crew with the @ key and move it onto the hill top or the village or woods edge etc.

My “trick” for recon or FOO, is to set their range to 0 and disable their weapons while also not moving their full MP.

yeah, ive been doing the range/weapons trick for a while. Its just so hard to fully utilize recon/scout vehicles as intended, especially while advancing. delaying/defending its not hard but if you're advancing and you need eyes and don't have UAV...you have to recon by fire.
I wish that a unit flagged as Recon got some kind of concealment bonus. size reduction maybe? Imagine: you disable weapons and move less than 1/4 speed to gain -2 size....or something like that.

Note that you need to also literally look around (click around) what increases your chances on spotting enemy. The less you moved yourself also appears to have some sort of effect. So it is not like you are walking your recon and hidden stuff magically pops out. Take a look around and you may get suprised.

Re: is spotting affected by training/morale?
What I find useful is this.
If you know your recon./spotters/FO, are not fast enough to get in position without a huge change of getting spotted while moving there, forget about vehicle spotters. Get infantry and just walk the last few hexes.
Or play it yolo and recon with your tanks.

I'll just leave this tip:
In a combined arms team, each rifle squad is a scout, each AFV is the firing platform.
