Making a new transformation spell
 
How would I go about this?

I would like to have a spell that turns one creature into another. If possible I'd like the spell to be limited in who can cast it (only specific creatures) or to have a varying result based on who casts it.

Is there a way to do this with a mod? It looks like 'Effect 10044' is for transformation but I dont know how to modify the rest to make it do what I would like to do.

I'm not very good with spell modding but I'd guess what you're trying to do is impossible.

Impossible, but a popular impossibility (I've seen it mentioned, discussed, and requested, many times), that we can hope will be in some future installment.

There are a variety of things I'd prefer to get before random effect lists for spells. I admit they would be interesting for crossbreeding style spells, transformation spells and the like, but there are better, easier prizes out there.

Like non starting site modding. Fort modding.

I'll agree with the non-starting site modding, and add that I'd rather have multi-level PD (having PD that adds new units/commanders beyond just 1-20 and 21-125).

What did you have in mind for fort-modding, Sombre?

I've not tried it but it sounds like you could get basically the effect you're after with the #shapechange command.
