can not install new patch

I keep getting a message that say I have an incorect Version and to re-install from the CD, then install the patch. But, I tried that, and it stilll doesn't work. Any ideas?

But, you have the problem of where your ships can go. If you have an embassy in their space do you have the right to park a fleet in orbit around the planet that contains the embassy?

Actually there are several races that are using Phased Weapons. It has forced me to research Phased Shields. I also like the Planet Shield you get when you get to the higher shield levels.

Fire Rate of weapons

if the Fire Rate of a weapon is 3 - does that mean the weapon fires 3 times every turn or every 3rd time?
