Ok, thanks for your help guys. I got the trek mod and just found out why I couldn't colonize, LOL, you were right I put a rock colony on it and didn't notice it.

I have noticed after a game progresses a few hours into the game the computer players take longer and longer to take there turns.
Sometimes im sitting there for a minute or so waiting for my next...

I am playing a game right now and my people are rock oxygen humans.
So I researched gas planet colonization and it took about 10 years to research that so when it's finally done I build a gas colony...
