Not a bug: every once and a while a neutral's ship's orders get changed via a third party intell operation. At least, every time I've seen this I've jumped into the neutral AI and seen an 'orders...

I noticed RCE errors occured any time I attempted to add planets/asteriod belts when any warp points existed in the system.

Basically I didn't have problems as long as:
1) didn't go over 254...

Intell project + triggers; basically if an empire is on the edge of civil war it should be possible for another empire to push it over.

One moment about the comment on the Homeworld splitting off: why not? Basically, your subjects are subjects where ever they happen to be; a homeworld really wouldn't mean much later on in the game.

Yes; I only use a 1% increase up to 10% (want a better education; go to that there university on planet). Plus the the size is 1000k; and a bit expensive (11k min, 5k org, 5k radio).
