I'm pretty sure mines pick random ships to damage, as I have had a bunch of smashed up ships sitting on a warp point waiting for repair far too often.

Point Defense DOES miss, just vary rarely. I think they have a really high built-in to-hit bonus, but they aren't infallible.

I think he's talking about stuff like the Quandrant size/type, Player Settings, Game Mechanics, etc. As far as I know there isn't, but it sure would be nice if it were added.

You can always right-click on the mini-map, click on a system, and type in some notes. I use this to keep track of suspected enemy homeworlds when I'm exploring.

Sats: These are excellent quickie warp point defenses. Send a transport or two loaded with 'em and they can make a mess. I never use them for planetary defense though, as they tend be positioned...

If you are talking about Small Cluster Bombs, they are some of the best weapons to put on troops. They do far more damage than Ground Cannons, and they take up the same amount of space.

Well, the basic abilities are already in the game, as we have Smart Bombs for Space Ports and Resupply Depots in the Planetary Weapons tree (TL5 or 6, I think).
