I would say -25% or -50% to cost and add at least 250 to each level (750/1000/1250). I would prefer +250*lvl (750/1250/2000) or something similar.

No, the goal is to wash off the remnants of the damping powder, since burning it off wasn't working too well. The pump would also have worked, but the well is a tad safer and quicker. ...

Maybe I should edit my statement to say real stellar manip--stuff messing with stars. I know I've seen BHs created and destroyed on day 30, when the manip ship had only started 1-2 sectors away....
