If you really want to give Bases some combat movement then I would suggest you alter the AFTERBURNERS componet, rename it... make it big... and allow it to be put onto bases.

This should work...

And don't forget about tacking! Zig-Zaging at angles allowing a sail to gain thrust, making the overall direction to be towards the sun...

BTW, I made solar sails a normal engine type.. with low...

A few additions to the wish list...

"Min Weight" & "Max Weight" fields in componets.txt so we can create items only for certain classes of vehicles.

Add a Requirement field to componets.txt...

Agreed...
In fact I did make Troops and Troop weapons starting tech...

For bombardment, I think planets should have a base Armor rating like scattering armor which completely ignores damage...

Another possible solution to balancing mines is to see how many mines detect the enemy vessels... based upon Ship size, number in fleet (&sensors/ecm/cloak). Thus only a % of mines will "engage"...
