This TreatyElements.txt file is a figment of your imagination. However, there are adjustable trade values added to settings.txt for the next patch.

The Balance Mod is a separate entity.
MM did make a number of weapon adjustments some time ago. It's better than what existed previously.

I'm not sure. There hasn't been any indication that this will be the one that gets made into the public patch. However, I can't imagine that MM will go beyond v1.55, so it can't be too much longer...

I'm personally a huge fan of DUC armed escorts - putting like 3 or so DUCs on an escort with ECM and PD is likely to result in your opponent never being able to research APBs.

Yes - although even that is not a requirement. The family number just tells the game which components are related to each other for "upgrade" purposes.

If you want to preserve save game compatibility, add your new component entries to the end of the file. Give each set a unique family number if you don't want them to replace another existing...

The Balance Mod AI is fairly well developed. Game settings that encourage a decent game are at least 2000 racial points, 500,000 tech points, and a low bonus for computer players.
