Just want to reiterate the rules so there is no confusion.

- No diplomacy
- No recruiting Indies (including Mercenaries and any sites that may have slipped through your mod).

Here is a patch that should fix the problem. Just unzip in your dom3editor directory. I will include this fix in the next offical release. Thanks for the bug report.

I just realized that the load order of this mod and CBM would matter. You may need to append this mod onto the end of CBM. If this doesn't fix the problem let me know what spell I missed.
