The UN OOB already has civilians. I don't believe you will ever encounter them in generated campaigns against the UN but designers can add them into a scenario for any side using the "Allies" option...

Was thinking about a friendly little coop team game vs the AI (or maybe a live OPFOR opponent if I get a volunteer to play that part). It would not be a 1 man per unit game like this thread...

What was talked about there was really more of an extremely intricate campaign using the existing engine where you had multiple branches (so yes a sort of Mega Campaign without all the extra fluff)....
