How does one create an alliance before the game, when starts are random?

As for in-game alliances and coalitions, they form naturally, and are common pretty much everywhere as a natural extension...

I'm currently trying to contact Utgard in the event this is all a giant (hehe) mistake.

If it isn't, I'm kind of annoyed since it does throw off game balance somewhat, and he should've told me so...
