Nobody has actually had the ability to work on mods yet except the betas (and maybe the Aussies for a couple of days), and the betas may still be constrained by the "official" 10/16 release date.

Maybe for industrial-scale stuff like that, but I've ordered retail goods from Canada before - including PC software - and never had any duty charged.
