A 'Save and Exit' is treated the same as an 'End Turn'. In other words, it treats your turn as complete. However, you CAN go back in and make changes to the turn any time before the last person...

Got in, got the turn done. Had to resort to a DOS prompt with Ich's suggested path; I was unable to get to the server in-game. It kept saying 'could not be found' or some such.
