Any such comprehensive and un-biased review would only serve to confirm that in the game all German units are 1-2 points too large and all Allied units are 1-2 points too small.

I can't speak to the missing formations as I tend to cross attach sub-units to taste rather than buy pre-built company formations. The Japanese OOB is more obfuscated than most anyway.

I've played a half dozen or so PBEM and never got a cheater. Unless you have money riding on the game I wouldn't worry about the odd idiot or two - just don't play them again.
