It's true, rock is the most plentiful in the universe and I consider that to be a major BUG. Just looking at our solar system alone gas giants are present in an equal number to rock with ice planets...

A better solution would be to give us more levels in each individual technology, say add in "Mineral extraction plant IV", monoliths only go up to level three, that way a level IV mineral extraction...

I've never seen the computer offer such a treaty and they only seem to accept it if I could defeat them that turn anyhow so its not much good for me to offer one either most of the time.

If neither race can breath the atmosphere type it doesn't matter which race has the most population on the planet, you can mix races on a single planet, and I enjoy doing so.

Pirates should be fairly easy to simulate, just make sure your race specializes in ground combat and ship capture, a pirate race doesn't build it's own ships too often, it takes those of others so...

Yes it would have to be coded in, the tech tree could probably be modded but if you left players the option to both build facilities in space and the ablity to colonize planets they'd win every time.
