Yes, as you found out you cannot mothball ships with cargo. You can retrofit mothballed ships.

What is the CSF file that we should compile them into? I thought maybe "Comma Separated File", but that is not right. It kind of looks like a "C" file, but with no semicolons. "C Source File"???
