A horror's fear isn't much use against mindless undead, and I suspect the Life Drain they need to regen HP won't...

My expectation is the AI should be sufficiently tough to make swamping their forts very early with an SC unfeasible. If that's the case, I see no reason to apply a 5-turn rule.

I'd prefer the more equitable distribution of the 2nd method, as CP's team is very badly favoured compared to others by the 1st method.
