DUC is king of the early game, and PPB wins mid game. APBs are the best only in the late game. It costs a ton of research points to get high level APBs and they don't get better than DUCs and PPBs...

All of those could be due to missing images, I think. Install the Image Mod and they should go away. Note that unlike actual gameplay mods, the Imagemod should be installed in the base SEIV...

I'm pretty sure a strategy set to not fire on planets would work as long as Don't Get Hurt isn't involved. If no valid targets for the strategy are present, however, and the ship happens to wander...

Depends on how much of an effect and how many troops each of his planets has. Every planet you glass causes more unhappiness, but every troop he has on each planet causes some happiness to balance...

The Puppet Political Parties intelligence project has a chance of causing the target planet to split off into its own empire. As far as I know that's the only way to create new empires midgame.

The in game description of emissive armor isn't quite accurate. Hits for 30 damage or less are indeed completely negated, but hits for more than 30 damage get reduced by 30 as well. It only works...

Yes. If you check the history file for SEIV you should find a note about fixing a bug with cloaking facilities on planets. Note that cloaking facilities do not exist in stock.

Ok, here's how to fix that without the "chainsaw" approach: IIRC, the homeworld selection algorithm is hardcoded to look for planets of size "Small", "Medium", or "Large", depending on the homeworld...
