You must set the racial points, and then either edit an existing empire or create one from scratch. Either way will get you into the editing area for the race.

You may run into a couple of snafus while trying to upgrade the design of a ship though... Shield 1's are lighter than any other shield generator, and Shield Regen V's are heavier than other Regen's....
