It was used against me in a MP game Last week - I was AE and is killed about 600 undead the one turn it was active. I would say it did 10% to 20% including some resonable leaders.

Both the inside and outside troops will join for the battle. The units are in grey because you can purchase them, but they won't arrive while you are under seige.

I offen take the max turmoil, max luck - I think I read somewhere that turmoil causes more events, while the luck helps make more of them positive.
