Another thing to keep in mind. The default colony module carrys 4 m people. Some planets, though "colonizable" just flat out SUCK. Because of this, there *appears* to be a minimum required...

The concept of "simultaneous email play" is sort of nonsensical. By virtue of the way that PBEM works, it cannot be simultaneous. It's turn based.
SE IV does have simultaneous play as an option....
