It'd be +35% for planetary SYs and +10% for ship SYs. I like to boost the construction rate, because the faster I can build, the faster I expand.
You're better off deciding what you will usually...

Well, I haven't really looked into it, but I bet you could start with one of the other 8, save your empire and reselect it later.

You can only drop troops on a planet during combat. Attack the planet again and move your transport next to the planet. Then under orders you can click to drop troops.

I use 50% happiness and usually go with temporal tech. Not only do you get the faster build rate, the vacation service facility has double the effect of the other +happiness facilities.

Thing is, you aren't cancelling the colonization process, you're cancelling the 'set colony type' process. It's not really a bug, just not the way you'd like it to work...

I think they're saved with your race design. Just click 'Save Empire' after you've entered a game and made your custom settings, then just load and reuse for future games, or edit if you prefer.
