You've got to set the "turns before last war before friendly treaty" to zero in the AIs politics settings file to get it to make peace. I'm not sure how it actually works, but since there's no way to...

You have to set "Turns Since Last War Before Friendly Treaty" to 0 in the AI politics file. Then they'll make peace.
