Do national heroes depend on luck scale?

When I played with +1 luck scale, I would get all the national heroes. But I don't get them much any more now that my luck scale is -2. Is there a correlation? Thanks.

I've done extensive testing of regular units, and it seems that Hydras consistently beat Niefel Jarls. In fact, I haven't seen a unit that beats the Hydra from the regular buildable units.

How do you use hydras?

It keeps poisoning my own units; I am really getting pissed off.

I suppose I can only use hydras with sacred troops that have poison resistance?

I realize that they are costly (500G), but their stats are outrageous. In fact, they are as powerful as some of the high-level summons (they have more hit points than an Arch-devil and are stronger...
