I had actually set it up so racial weapon techs could be captured analyzed and you can start to research their trees. This is based on incidents such as the Brakiri / Narn researching left behind...

You could use the LNAW set with the Pakmara Main.bmp They have a LOT of plasma based weapons. Devestating stuff at close range!

Drakh are another oddball race that will probably get special treatment. I do have a few ships for them and I also have weapons mapped out. I'll see if I can compete by Version 31

Actually, the reason Intel needs a rework is that after researching Applied Intelligence you now get 4 new techs (only the first 3 of which the AI should care about) - Espionage, Black Ops, Counter...
