That's set at the start of the game. Max is 20,000.

EDIT: you want these lines.
Default Number Of Units Per Player := 1000
Default Number Of Ships Per Player := 200

Though they just determine the -default- that you'll see when setting up each game. Can be changed from there, though its easier to just set it to what you'd want and leave it.
