That's set at the start of the game. Max is 20,000.

EDIT: you want these lines.
Default Number Of Units Per Player := 1000
Default Number Of Ships Per Player := 200

Though they just determine the -default- that you'll see when setting up each game. Can be changed from there, though its easier to just set it to what you'd want and leave it.

Finally found those lines. Nuts, was going to go to war with the Dilgar (B5 MOD) but needed to beef up defenses.....fooey...
