Another thing is that 90% of the bugs are so small (but there are so many) that could me corrected only putting hands on data files.

Wesnoth uses the open software model, which is a perfectly valid choice - and yes, it does make it possible for many people to help correct "small bugs".
IW chose not to go this way (another perfectly valid choice), and as a result, they don't benefit from the direct help of players in squashing bugs.
