Heh. Let's review our history in detail, shall we?
1) I conquer Port Palatuk, an Indy-held province, somewhere around Turn 9 or 10.
2) You message me stating that it is yours because it is two provinces from your capital, and you would consider it 'fair' for me to 'return' it to you. (This, despite the fact that you did not even have an army neighbouring it!)
3) I refuse to return it, but happily offer an NAP. You refuse the NAP, requiring Port Palatuk and various assurances as conditions. I am not agressive, so I am willing to provide many of those assurances (not attacking provinces that are *actually* yours because you actually *own* them--an odd concept I know, not attacking the indy provinces on the far side of the river between us, allowing you freedom to attack our northern neighbour and continue expanding, and so forth). I am unwilling to give up Port Palatuk, and say so. Repeatedly.
4) While negotiating, you move a large army into your province neighbouring Port Palatuk, then message me essentially saying "I'm taking it. If you don't like it, we can be at war. But I am willing to give you 50 gold a turn for it, once things settle down."
5) I let you, and wait and see. 5-6 turns pass. No coin sent my way. Castle and temple (at least) are completed on Port Palatuk. Still no coins. And no messages either for at least 3 turns' time.
Shocker.
6) I attack. Get rebuffed. (Hardly a slaughter, I'll have you in a few turns.) Even now, I offer--in a much, much less conciliatary tone--to reopen negotiations if I'm paid what I was promised. Your public post in this thread is your response to me. ; )
I let the other players decide who was the aggressor, and who has negotiated in bad faith.
