Ya, the Roman numerals are left over from the original idea to be able to upgrade all of them, before I realized that it would create a cheat and make the middle levels nearly pointless.
The unresearchable urban facilities are all at the top of the facs file. The enabled ones are all together near the bottom of the facs file.
I'll have to investigate the Xi'Chung - I think the default AI is not actually not genocidal, unlike in the standard set. Since glassing and rebuilding a planet is a lot more wasteful than it is in the current game, and in general I think only genocidal races should exterminate millions of civillians, I changed the default for most races. Of course, the Xi'Chung should be an exception to this, according to their description. So, you have until 2.3 before they get mean...
