The rulers of air itself have declared the province to be holy ground, as such, why would we trade for something that was meant to ours in the first place.
We do not want a war but as explained earlier, a province right next to our capitol cant be under control of another nation, especially not one without any understanding of water and air, the most holy elements in the realm.
As such the annexation will take place this suns dawn.
Regarding a pact on non-agression, it is still valid from our point of view. We told you about the importance of the province a long time ago.
