What Type of Colony to build??

The tutorial hinted that it made no difference - what type of colony you choose when you first establish a colony?
NO matter what I choose, I can still build whatever facilities I want on the planet.

So what purpose does it serve to pick 'resupply' over 'military'?

If I turn ministers 'ON' - is this where the colony type would make a difference??
