It is quite easy to keep the unrest level low enough to recruit troops. Fire gem income compensates the income loss of unrest. Use strong troops (or pretender) to expand quickly. Flying units are useful for that purpose.

Default Devil\'s Lair Question

I have a question about the Devil's Lair mod. How do you handle the unrest problem in the home province, caused (I presume) by the two special sites? I lowered taxes and have tried to set up patrols, but the unrest levels prevent troop recruitment, and hence expansion.

Any thoughts would be greatly appreciated.

After my Prophet was too battle weary (afflictions) i used him to patrol Devils Lair with his army of veterans full time. I was able to have my blood pretender blood hunt all the time while leaving taxes at 100.Between the fire gems and "alchemy" of other gem incomes plus a horde of blood slaves at my beck and call i became quite powerful . You do need a rather large/fast force patroling to keep the unrest from getting out of hand .
