Scrapping and turn sequence
When playing a simultaneous game, if I order ships to be scrapped will the materials be able to be used for construction and maintenance during the upcoming turn? Or does the scrapping take place after construction and maintenance costs are deducted?

Maintenance/expanses happen late in the turn, after resource conversion, planetary losses, gifts, scrapped vehicles, retrofits... so it will be fine.

The Newbie FAQ has a list of most events, under Turn Sequencing. There are some oddities, however: in particular, Stellar Manipulation behaves differently depending on the specific circumstance and the component used, particularly for the three brands of Star Destruction (look up for Douglas and Star Destruction and you should be able to find the specifics on this point).

Those oddities don't affect the turn sequence, only the requirements for how to use the components. The general principle is that anything without movement points executes all of its orders on day 0, while anything with movement points executes all of its orders, including scrap, mothball, retrofit, etc., up to and including the first that costs a movement point each time it gets to move. This means that whether scrapping resources are available for retrofitting can potentially depend on the relative speed of the ships being scrapped and retrofitted. The entire movement phase happens before maintenance and construction, however, so scrapped resources will always be available for those costs.
