Issues with Intel and Cloaking in SEV
I searched and couldn't find anything on this so here we go.
It seems that when cloaked quantum reactors do not work. I'm using Stealth armor, which does not use supplies to be cloaked, and my ship is just sitting in a enemy occupied system, cloaked, and is not regaining supplies.
On intelligence operations.
In this same game, I am generating some 800,000 intel points. Half of which is being used for sabatage against a enemy empire. I know for certain that the other empire is producing few intel points of their own, via cloaked spy sattilites. Yet apparently none of my intel is getting through. I am not getting a single message on intel projects? Can someone explain why?

Let me expand on my Intel question a bit further.
I'm assuming that your blocked intel projects do not show up in the report log, since they never have in any game I've played.
Looking at all of the enemys planets, and counting their intel facilities, and even with possible cultural advancements, I don't thing they are producing more than 75,000 points. Now unless the amount of points don't matter for defense, how does 75,00 block 400,000?

I can think of 3 possible reasons, even though I am probably wrong.
1. You have a "no intel" treaty, so no actual Intel actions are actually taking place.
2. Another AI is sharing Intel operations with the AI you are try to sabotage.
3. I had issues doing Planet Ops against an AI that only had 1 planet left. Possibly a bug like this, but I haven't tried to replicate this in a second game yet.
In the Intel screen, it should have the numbers of projects you have preformed and succeeded. What does that say?

Are you playing with an AI bonus (this probably multiplies their available intel points)? Also, defensive intel may also provide a multiplier.
I'm just guessing at the numbers, but 75,000 x2 for being used defensively x5 for high AI bonus = 750,000.

In the game, it is just my empire and this race. All others have been destroyed. There are no treaties, no other races to share intel points with my enemy, and I've not had a succesful intel operation, since I was almost finished with the empire I was at war with before this final one.
I thought the AI bonuses only added points, not multiply them. If it does, and defensive intel has a multiplier, it is extremely unbalanced.
On my issue with cloaking, I found that Solar panels will operate while cloacked, but the Quantum reactors definately do not.

If they *added* points, then the bonuses would be insanely large at the beginning, and pointlessly small in the mid to late game.

I see. Still I gave the computer only a small bonus, and have now taken out most of their worlds, leaving them mainly 3 systems, there is no way they should be able to produce enough intel points to counter mine. I am now producing 1.3 million. Using 75% For Empire wide Sabatage. Yet nothing is getting through, or at least I'm not getting the messages.
Has anyone found out about the cloaking?
Edit: I probably should have mentioned this earlier, I am playing unmodded 1.17.
